Infantino Opens Door to FIFA Governance Reform After Backlash
The letter, obtained by The Athletic, addressed the fallout from the now-scrapped FIFA Forward Enterprise (FFE) proposal and laid out two distinct reform tracks ahead of the FIFA Council's Oct. 15 meeting.
"First, I will ask the Council whether it wishes to commission an independent external review of FIFA's current governance framework for major strategic initiatives and recommend potential improvements," Infantino wrote.
"Second, I will propose that the Council establish a direct, structured and time-limited consultation with confederations, Member Associations and relevant stakeholders on how FIFA's decision-making can be further strengthened," the letter continues. "The consultation would invite specific proposals on earlier institutional involvement, the respective roles of the President, the Bureau, the Council and the Congress, and practical ways to strengthen transparency, participation and accountability in major strategic initiatives."
Infantino used the letter to draw a firm line around the organization's core principles, insisting that "FIFA's democratic processes, independence and sporting authority were never for sale." He added: "They are not for sale and never will be."
Whether either reform proposal moves forward now rests with the FIFA Council, the organization's top decision-making body, made up of 37 members.
The overture comes after months of mounting scrutiny of Infantino's leadership, triggered by this summer's since-abandoned FIFA Forward Enterprise plan — a scheme that would have sold private investors stakes in a company controlling commercial rights to the World Cup and other FIFA competitions. That proposal was pulled amid widespread pushback, but questions about Infantino's stewardship have persisted among several national federations and continental bodies.
